Description: SOFtact Solutions (STS) is seeking a Capability Manager to manage day-to-day operations of the capability, program management, and IT support to our customers at NETCOM. NETCOM is the premier communications organization and information services provider to all Department of Defense information networks (DODIN)-Army customers worldwide, ensuring all commanders have decision advantage in support of mission command within the multi-domain environment. Position Location: Sierra Vista, AZ

Education: Bachelor’s degree in Computer Science/Information Technology/Information Security or 5+ years equivalent experience in related field

 

Qualifications: DoD 8570.1-M Certification: IAM Level I and ITIL Foundation Certification

  

Responsibilities: 

  • Provides technical, administrative, and operational leadership to assigned project or tasks
  • Provides technical, administrative, and operational management of assigned project or tasks, including contract and subcontractor management
  • Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting
  • Documents gap analysis, staging, installation, testing within the established schedule, operational and costing parameters in support of the assigned capability
  • Conducts planning and provides recommendations to client on task workload
  • Assists the Government in synchronizing requirements throughout the lifecycle of the project within cost, schedule and performance identifying any issues in project meetings
  • Attends customer meetings and may serve as primary client liaison
  • Interacts with vendors, other agencies, and other client staff on behalf of the client
  • Coordinates development of deliverables and products
  • Ensures quality assurance of project deliverables
  • Manages the day-to-day operations
  • Assists in validating spend plans and quantifying equipment and associated costs
  • Coordinates, executes, and tracks shipments
  • Creates documentation, briefings, and project plans necessary to support NETCOM
  • Responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and customer
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received
  • Maintains current knowledge of relevant technology as assigned
  • Participates in special projects as required
  • Other duties as assigned
  • Periodic Travel

 

Required Skills:

  • DoD 8570.1-M Certification: IAM Level I
  • ITIL Foundation Certification
  • In-depth understanding of the task order requirements, their responsibilities, and the ability, knowledge, experience, and skills to carry-out those requirements and responsibilities
  • Current understanding of Army Enterprise LWN capabilities, tools, procedures, and operational constructs
  • DoD and Army Cybersecurity Policy, including DoD Instruction 8500.01, Cybersecurity, Army Regulation (AR) 25-2 Information Assurance and AR 25-1 Army Information Technology
  • Change management
  • Excellent technical writing, critical thinking/analytical, oral, and written communication skills
  • Microsoft Office suite and working knowledge of Microsoft Vision
