SOFTACT Solutions is searching for a talented and dynamic Procurement Representative to work in a supplier management team environment to support the development of procurement specifications, work statements, terms and conditions for specialized materials, equipment, and / or services. Must be able to procure material, equipment, supplies, services, and commodity products of medium to high value and medium to high volume.

Job Duties:

  • Identify new sources of supply, stay abreast of supplier products / services, in the industry
  • Compile and analyze data to determine price objectives and stay informed on price trends
  • Prepare bid packages, conduct bidder conferences, analyze and evaluate proposals
  • Lead negotiations on provisions, pricing, delivery and payment terms
  • Select and recommend suppliers, write and administer awards
  • Focus on cost and cycle time reductions as well as delivery and quality standards
  • Resolve receiving discrepancies, invoicing issues, supplier corrective action plans
  • Negotiate and settle with suppliers regarding damage claims, rejections, losses, return of material, over-shipments, cancellation and changes
  • Evaluate root cause and corrective action with supplier on late delivery performance
  • Refer to policies and practices for guidance and compliance
  • Exercise judgement within defined procedures and practices to determine appropriate action
  • Meet established goals, objectives, performance metrics
  • Solve problems of increased scope and complexity
  • Identifying process improvements and hard savings opportunities
  • Provide positive guidance and direction to teammates
  • Perform activities / tasks with moderate Supervision
  • Be able to multi-task utilizing multiple procurement systems and follow multiple procedures
  • Has authority to bind the Commission per the delegation of authority
  • Facilitates the procurement process to ensure smooth operation
  • Develops sources of supply using research techniques to collect and analyze data
  • Analyzes market conditions and product/technological developments for work application
  • Develops specifications and statements of work with customers and team members
  • Analyzes and evaluates responses to complex solicitations for conformance to procurement requirements such as insurance, bonds, and scope of work, and reviews the award recommendations of others
  • Prepares, awards, and administers complex contracts and/or purchase orders including monitoring contractor’s deliverables and performance, changes/modifications and contract closeout
  • Oversees, coordinates, and facilitates site inspections, pre-solicitation conferences, bid openings, and other related meetings
  • Conducts advanced price and cost analyses for bid award, proposal award, and reporting purposes
  • Contacts customers to identify and discuss needs, resolve problems and provide guidance regarding procurement process when necessary
  • Ensures the completion of service level agreements with customers
  • Processes complex order requests and determines the method of procurement based on the characteristics of the request
  • Composes advanced contracts and other required documents
  • Conducts vendor conferences and negotiates with vendors on large and complex purchases
  • Contacts, interviews and/or negotiates with suppliers to conduct market research, to resolve contract related discrepancies, to resolve delivery and billing disputes and to make product/service award recommendations
  • Presents contracts to supply chain approval authority
  • Trains procurement staff, customers and suppliers on procurement principles, practices and techniques
  • Uses business software to create and maintain documents, reports, spreadsheets and databases
  • Other Functions
  • Participates in the management and development of team projects
  • Performs other related duties as assigned

 Minimum Qualifications:

  • Bachelor's degree in Supply Chain Management, Logistics Management, Economics, Finance, Accounting, Operations Management, General Business Management and a minimum of 6 years relevant Supply Chain experience
  • 3+ years in Software negotiations
  • Expert knowledge of business and relationship management principles and practices, purchasing, contracting and negotiating
  • General knowledge of research, finance and accounting
  • Ability to perform cradle-to-grave contracting work of a complex nature
  • Ability to lead a team in the performance of complex procurements
  • Ability to write clearly and concisely using proper language and grammar
  • Expert in applying laws, regulations, policies and procedures
  • Ability to effectively manage workload within a team setting
  • Ability to practice effective resource management for the team (e.g. time management)
  • Ability to promptly respond with courtesy to requests and complaints from the general public, vendors, customers, co-workers and external government agencies and work proactively to resolve issues
  • Ability to monitor, review, and optimize individual and team performance
  • Ability to train, coach and mentor staff
  • Ability to foster collaboration among team members, customers and vendors to accomplish team objectives

  • Six Sigma Certifications
  • SAP and Peoplesoft experience
